Robert S Kelsey, D.P.M.

Dr. Kelsey graduated from the University of Northern Iowa with a BA in Biology in 1988. He then graduated from the College of Podiatric Medicine and Surgery (now Des Moines University) in 1993. He graduated 5th in his class of 49 students and received several honors. After graduation Dr. Kelsey was selected as a Podiatric surgical resident at the Welborn Baptist Hospital in Evansville, IN. He completed a 2 year surgical residency in 1995. Dr. Kelsey practiced in Moline, IL. and Evansville, IN before joining the physicians at Dubuque Podiatry, PC in 1998. 

Dr. Kelsey became board certified in foot surgery by the American Board of Podiatric Surgery in 2000. He has been trained in many advanced surgical techniques for the treatment of foot and ankle conditions with emphasis on Arthroscopic techniques for treatment of ankle conditions and Endoscopic Plantar Fasciotomy. 

Dr. Kelsey has an interest in advanced wound care. He also has interests in diabetic foot care, foot and ankle surgery, sports medicine and trauma care.

Michael Arnz, D.P.M.

Diplomate, American Board of Foot and Ankle Surgery
Certified in Foot Surgery

Dr. Arnz was born in Germany, is bilingual, and was raised in southern Virginia. He completed his undergraduate degree at Hampden-Sydney College in Virginia. He originally came to Iowa to receive his doctorate of podiatric medicine in 1997 at the College of Podiatric Medicine and Surgery in Des Moines. He returned to the east coast to complete a three year residency in foot and ankle surgery at Yale-New Haven Hospital in Connecticut. To complete his training, Dr. Arnz spent an additional year as a fellow in reconstructive foot and ankle surgery. During his fellowship, he also traveled to Washington, D.C. to receive extensive training in plastic surgery of complex diabetic wounds at Georgetown Hospital. 

In 2002, Dr. Arnz and his family moved to Dubuque where he is currently a partner at Dubuque Podiatry. He is a member of the American Podiatric Medical Association and the Iowa Podiatric Medical Society. He is board certified and a diplomate of the American Board of Podiatric Surgery. Dr. Arnz is licensed in Iowa and Illinois and has privileges at Finley, Mercy (Dubuque and Dyersville), Guttenberg and Galena Hospitals.

Nicole M. Jedlicka, D.P.M., FACFAS

Dr. Jedlicka was born and raised in Dubuque, Iowa. She completed her undergraduate degree at the University of Iowa in 2006 with a BS in Integrative Physiology/Exercise Science. She then attended 4 years of medical school at Des Moines University and graduated in 2010. She completed a 3 year Podiatric Medical and Surgical Residency with Reconstructive Rearfoot/Ankle Surgery Certification at Covenant Medical Center in Waterloo, IA in 2013. She entered practice with Dubuque Podiatry PC in July of 2013. 

Dr. Jedlicka is Board Certified by the American Board of Foot and Ankle Surgery in both Foot Surgery and Reconstructive Rearfoot and Ankle Surgery. 

Dr. Jedlicka has been a very active in supporting her profession and community.  She was awarded the Michael L. Stone Outstanding Professional Conduct Award in 2010 by American Board of Foot and Ankle Surgery. She is currently the President of the Iowa Podiatric Medical Society and served as the Iowa Delegate to Executive Council of the Midwest Podiatry Conference from (2016-2021). She currently serves on the board of directors for the Finley Hospital/Tri-State Health Group.  She is a Fellow of the American College of Foot and Ankle Surgeons, member of the American Podiatric Medical Association, Iowa Podiatric Medical Society, American Society of Podiatric Surgeons and the American Academy of Podiatric Practice Management. Dr. Jedlicka is an attending physician with the Covenant Medical Center Surgical Residency Program. 

Dr. Jedlicka is licensed in Iowa, Illinois and Wisconsin. She has surgical privileges at Finley Hospital, Mercy Hospital, Guttenberg Hospital, and Midwest Medical Center. Dr. Jedlicka is welcoming patients at the Dubuque, Guttenberg and Galena offices. She practices in all aspects of podiatry with special interest in injuries, sports medicine, forefoot reconstruction, bunions and hammertoes, rearfoot and ankle reconstruction, flatfoot and total ankle replacements.

Kara J. Franzen, D.P.M., AACFAS

Associate, American College of Foot and Ankle Surgeons

Dr. Franzen was born and raised in Marion, IA. She received her BA in Biology from Simpson College in Indianola, IA. Following the completion of her undergraduate training, she attended Des Moines University where she obtained her degree as a Doctor of Podiatric Medicine. Dr. Franzen joined Dubuque Podiatry, P.C. in 2018, following the completion of her 3-year surgical residency at Covenant Medical Center in Waterloo, IA. 

Dr. Franzen is an active member of the Iowa Podiatric Medical Society, American Podiatric Medical Association, and the American College of Foot and Ankle Surgeons. She is an attending physician with the Covenant Medical Center surgical residency. 

Dr. Franzen practices in Dubuque, Dyersville and Guttenberg, with surgical privileges at Finley, Mercy, Guttenberg and Dyersville hospitals. Dr. Franzen is interested and well trained in all aspects of podiatry, including non-invasive treatment modalities, as well as reconstructive surgeries of the foot and ankle.

Kelsey Harvey, D.P.M.

Member, American College of Foot and Ankle Surgeons and American Podiatric Medical Association

Dr. Harvey completed her undergraduate studies at Loras College in Dubuque, Iowa, where she earned her BS in Biology.  She received her Doctor of Podiatric Medicine (DPM) from Des Moines University in Des Moines, Iowa.  Her surgical residency was completed at St. John Hospital and Medical Center in Detroit, Michigan.

Dr. Harvey joined Dubuque Podiatry on January 2, 2024.
